NetBird Compose mounts entrypoint.sh and the README calls setup.sh, but neither exists in the tracked tree. A fresh checkout cannot start the documented stack.

Restore the renderer from the Kubernetes ConfigMap and add idempotent local setup. Setup detects the proxy network IPv4 subnet, creates restricted secret files, and preserves existing credentials.

Validation: four local regression tests cover rendering, CIDR rejection, permissions, and setup idempotence; Ruff and ShellCheck. Tests run in CI without a Docker daemon. Existing datastore encryption keys are never regenerated.
